I don't listen to his music, but I lived in Seattle at the time. I never knew about the apology, but I do remember quite a lot of people talking about the costume at work in the days that followed. We used to call those thick glasses "BCGs" in the military - Birth Control Glasses. They were kind of in style when I served in the mid-aughts though, so I didn't complain when mine were issued lol
