In this context, you may think that Canada's 'broken promise' is a major burden to achieve the necessary climate goals. The article doesn't mention any number, though.

In 2024, Canada produced 14 millions tons thermal coal. This is 0.2% of global production.

Top world producer is China with 3,884 million tons, 50.5% of global production, followed by India, Indonesia, and the United States.

So please don't get me wrong I don't mean to downplay this. I preferred to live without coal and any fossil fuels in Canada and elswhere. But covering such a story - and, more importantly, writing such a headline - without the exact data is a bit weird in my opinion. This is a clickbaity title to serve a certain propaganda.
