Actual small towns in Ontario have populations of no more than 5000. 50000 is a small city. Relative to its surroundings, Kitchener-Waterloo is a medium-large-sized city. Very few Canadian cities reach the million mark (it used to be only Toronto, but I'm pretty sure Vancouver is there now too, and maybe one or two others).

    For those who are wondering:

    • Toronto at 2,794,356
    • Montreal at 1,1762,949
    • Calgary at 1,306,784
    • Ottawa at 1,017,449
    • Edmonton at 1,010,889

    The next two closest are

    • Winnipeg at 749,607
    • Mississauga at 717,961

    https://en.wikipedia.org/wiki/List_of_the_largest_municipalities_in_Canada_by_population'

Vancouver only has 662,248 however the Greater Vancouver Area has 2.6 million people (that area would include Surrey, Richmond, Burnady, etc). Just like how the Greater Toronto Area has Oshawa, Mississauga, Brampton included.

600k is not a small town in comparison to a 7 million pop capital. I get that your argument is essentially the words are meaningless because theres no strict population density, but by that logic I could call Toronto a small town because its on the same continent as New York.
