I'm from one of the listed countries and I've seen people, some of them minors, end up much worse than the lad in the picture from an 'encounter' with our very own police, whose wages are stolen from our work, who work for the people doing this investigations. The victims had to pay fines and/or do community work, the pigs got out scotch-free, maybe even a short paid (by us) vacation. So yes, you are right, these politicians, judges, prosecutors.. don't have much interest in punishing any torture at all, or they'll start at home, they're just posturing.

First a warning: don't mix bleach with vinegar! Or citric acid. Or anything really, it's quite dangerous.

For the cleaning a specific product would be always better, bleach OR (don't go mixing cleaning products!) oxy might do the trick.

Clean the filter, I only have experience with home machines but it should be somehow accessible given that's a maintenance operation that should be performed frequently. When it's dirty some water stays inside the machine.
