No construction equipment or material is allowed in, so most people are effectively homeless.

The plan is total elimination of Gaza as a polity, either by displacing or exterminating the population. There's nowhere to displace them to (the Nazis ran into the same problem) so if Israel is not stopped then we will see them exterminate everyone.
