Got me imagining a story line where we discover the Pakleds we've seen, are nothing like what Pakleds usually are, and that they'd been drugged to make them stupid, then duped by those who drugged them, to send them forth across the galaxy to find stuff to make them go. Perhaps even on a global scale, for generations, risking population collapse and extinction as all their men are sent into space. But a small enclave managed to escape the scheme exacted on their world... erudite, affable, amiable, prudent, generous, insightful, quick witted, jolly, light spirited, bright, present, conscious, conscientious, not at all like what we know them as, when in their drugged and hypnotically enslaved zombie state of being. ... Once alleviating them of this chemical lobotomy and shackle, the Pakleds could become superb members of the federation. [I'm quite looking forward to seeing the light and nimble, fresh, bright, witty, pleasant, considerate Pakleds now... ]

Could be a good story to have the federation introspect on all those times they looked down on the Pakleds in irritation and distrust, treating them with scorn, contempt, and dismissal.
