Curious if anyone could recommend any books where the bad guys fail more by just repeatedly shooting themselves in the foot, then anything the protagonist does to try to stop them.

This is pretty close to the premise of Good Omens if I'm remembering correctly.

    A Confederacy of Dunces, maybe?

Stephen King's The Stand, although I can definitely understand finding the process more frustrating than hilarious.

I would say that there’s definitely a moment like this (for a loose interpretation) in When the Moon Hits Your Eye by John Scalzi

Not exactly what your looking for but: https://www.amazon.com/Top-Hat-Express-Adventure-Vaudevillain-ebook/dp/B0CM8PY73V

    Top Hat Express

Quite a few villains in that and they do some wacky things. Its a fun romp. I like the first book more than the subsequent ones but I enjoyed reading it.
