Can someone tell what exactly this displays? Senate? House? Governors? Some form of average of the above?

I believe it's a measure of red/blue shift at the county level compared to the 2024 election.

Well yes, but how is the shift calculated. Do they take the numbers from the house election, the senate election, something else, all of the above?

I believe this one comes from the House election numbers. It's part of an analysis/article the NY Times put out. I'd link it directly, but I think it's pay walled unfortunately.
