I'm unsure electoral reform by itself is going to happen. The problem is, we have a 250 year old constitution that hasn't modernized well, and old money has sunk its teeth deeply into the current system such that it's ineffective at real change. The idea of a 1 time, 5% wealth tax is the cutting edge of what's considered "radical".

In my opinion, what it will take, is someone like Trump, or worse than Trump, finally shaking the country to a breaking point where the old system collapses. And I'll be honest - I'd love to see the change, but I'm not sure I'll survive the surgery to get there. But what I think it will take is the country finally reaching a point where they push for a constitutional convention, and in that setting, lay out reforms for our current electoral process. Anything short of that, and you're basically looking to get to a majority of people in power willing to vote to give up their own power. That's not impossible, but tends only to be true in rare cases, immediately after a huge shift in power like a revolution.
