Even in 2 you should vote. If your Revolution fails at least you've mitigated harm to your neighbours.
It's really
- Vote because you believe in working within the system.
- Vote because you fight against the system but are in solidarity with those most harmed by it.
- Don't vote and hope things magically get better while you watch.
When you have option 2 as don't vote people tend to do option 3 while telling themselves they're doing option 2. Voting is praxis, non voters don't get option 2.
