How are these guardrails implemented, who is responsible for enacting them?

The AI companies will literally write the law. It'll be a million little rules to keep tigers away, while coincidentally making compliance impossible for small competitors or FOSS users.

Exactly. We need regulation, not self-implemented guardrails that don't work half the time.

Right.

Guardrails != Regulation

But also, we as a society need to understand when it would be better to ask or employ a real human than to use "AI".
