Your own people are most affected by tariffs. And they will add to government coffers.

That said, they're a weapon: tariffs will also affect exports to the USA of the other country. In some countries this can be a big enough issue to give in to such threats, in others, not so much.

    Generally not much. The economic damage is rarely worth raising tariffs above a fairly low point unless there are issues of economic autonomy at stake.

    We're not even butchering the goose that lays the golden eggs. More like feeding it to a hungry wolf while our children starve.
