Not american, wanted to know what exactly the dems can now do that they couldn't before. What does this mean for the supreme court, and what does it mean for the next presidential elections?

It requires 67 Senators to override a veto (2/3 of both houses). 60 is the Senate "cloture" rule number to move bills forward (just a rule, not anything specified in law or the constitution).
