Speaking for myself and on a not-specific-to-this-community basis, I generally prefer—for most communities—that when people have conversation on a submitted non-OC thing, that they put it in as a top-level comment.

Someone might find a particular submitted item to be of value but to have some issue with the comments that someone makes, and if the two are separate, then they can vote separately on them.

I do think that if the relevance of a link to a community is unclear, then adding bracketed text in the title or text in the body might make sense. An example might be—to pick one article that I remember in the past—when someone submitted an article from a US naval publication to /r/Europe on Reddit. Some users took issue with unqualified use of the word "Navy" (what country?). The title is clear in the original context, but not in the context of of the submission.

For this community, that seems unlikely, unless this is some kind of meta link, like about Wikipedia going to have a planned outage or something.

/r/Europe had had a lot of problems with people editorializing in the title, so they had very restrictive rules on modifying the title; in that case, I think thst the restrictions needed to be relaxed somewhat.
