As if it wasn't de facto legal already. There's a reason they've been bringing them to russia for decades. This is just theater.

From Canada? They're shipping them on boats?
It does make you wonder how Canada doesn't spot thousands of stolen cars being loaded onto boats, or if they do spot them, why they don't intervene.
It doesn't happen at the docks. They get loaded into shipping containers on trucks and on freight trains, so by the time it gets to the ship, it's well hidden. And they don't get on a ship bound for Russia either. The destination is more likely China or the Baltics.
Docks don't have time to x-ray everything so some always get through, especially the ones where well-practised crime has generated authentic looking documentation for what's supposed to be in the container.
The answer is we do spot them.... and they're shipped out of Montréal... Doing something though.... First someone would need to do something....

Canada’s ports export 6.4 million TEUs (twenty-foot equivalent units) per year so a couple thousand cars in them are basically a needle in the haystack.
This is how drug smuggling and human trafficking happens basically untouched too.
I don't think there are many other options. Unless they're boating them on ships, maybe.
Interesting that we're (Canada) included but not the US. Wonder what possible reason there could be for that
They already did that with planes, did they? The only strange nuance here is why it took so long to legally steal cars.
Try the new "the club"! Now comes with optional string holding cup of sugar from dropping into your gas tank! That'll teach them!
