This is incorrect. Consciousness arises out of complexity. LLM's and chatbots and our modern robots are not complex enough to be conscious. While modern philosophers and experts in AGI don't have a solid answer on what we're even talking about by 'sapient' or whatever fancy word people want to use to say 'like us', Data is unquestionably presented as being like us.

And 'like us' in a way that not even the Big D's computer is capable of.
