I honestly feel like I should drive down and park my car in their brand new right lane.
Removing the dedicated protected cycle lane was a step backwards. Instead these lanes should have been improved and made permanent. Similar to what is further east on Bloor with dedicated bike bananas at intersection and raised lanes to prevent cars mounting the curbs.
All other two lanes streets are completely backed up in Toronto with to much out of town commuter traffic.
Congestion pricing for anyone commuting into the city is the solution, and maybe making it zoned would definitely elevate the amount of vehicles on the roadways in the city, and even outside of the city as a result. Its why driving down the 407 is generally better then slowly inching along on the 401 as a similar example.
For a zoned approach I would propose something laid out like a bullseye. The center would be the financial district. The next zone would extend maybe up to eglinton or something like that, and the final zone up to the edge of Torontos city limits.
A 3 dollar charge would only be applied at evey zone change/crossing, and only when driving into the center of this bullseye layout. So for example if you drive into the city from let say Newmarket into the financial district, you pay $3 each zone you cross for a total of $9 dollars by the end of your commute. And when you drive out you don't get charged.
If you live inside of a said zone and you only commute by car inside of a said zone you don't pay a toll. So realistic all people living inside of Toronto would rarely pay anything (unless of course they are commuting out of the city for work or any other personal reason).
