I'm not sure I understand why a second law needs to be signed, to enforce the first law? Anyone willing to explain?

    Ok, so if a law lacks an enforcement mechanism, it's unenforceable? I assumed they could be held in contempt.

    Is it because the enforcement mechanism is the fed, which won't hold itself in contempt, so we need the states to do it?
