The -3 is insane. It's basically a fog entirely on its own.
From my understanding, the +1 can't put loyalty on nontoken Jaces. That might be what saves this card, because otherwise you could just -3, +1, then -3 to fog several turns in a row. You can still do this if you get a token copy of this card, but that requires an extra step.
The 0 seems unlikely. Getting to 25 loyalty across Jaces and not already having won the game sounds really difficult. Maybe it's doable in limited?
