Including 'Headline' is very confusing to me.

The 4 Hs of HTML, but it's not actual HTML, it's editorial. This breaks the whole premise.

It's not structure like the headlines, but - and the article doesn't say this (explicitly) - you want to use headlines and deliberate structuring for the heading too.
