How did Bruce Wayne, Ted Kord, Oliver Queen, or any rich superhero build their lair without anyone knowing who they are—especially when so few people know their secret identity?

They’d still need workers to build it all. Maybe they just told them they were building Bruce a freaky sex dungeon.

Hire undocumented immigrants and hint at how they could get deported at any moment if they ask too many questions. Then deport them anyway after they're done.
