Yesterday's Walz press conference laid out what the state government is doing. It is highly worth watching.
It would also look terrible for the executive branch to publicly demand an arrest warrant. They pressure the prosecutors in private to avoid having the whole thing thrown out. For reference check how Trump's publicly demanded arrest warrants are doing in court.
This only works while we still control the means of production. Once most jobs can be/are automated with robotics and LLM that power is lost. Running out of time.
