ICE is going around harassing random brown people. They're not just going after people on lists.

Hell, hundreds of US citizens have ended up in ICE's dungeons.

Fair point. That would not have been what I associate with "avoid", though. That sounds more like "actively evade" / "run away". If someone tells me to "avoid the cops" I think of it as "do not approach them".
