The Progressive Conservatives went from 169 seats in 1988 to just 2 in 1993. After nine years of Brian Mulroney, people were fed up with the recession, the GST and failed constitutional deals. Mulroney resigned and Kim Campbell took over, but the damage was already done. A lot of western conservative voters switched to the Reform Party, Quebec voters moved to the Bloc Québécois, and others went Liberal. The PCs actually still got 16% of the popular vote, down from 43% in 1988, but because of Canada's first-past-the-post system, that only translated into two seats. Meanwhile, Jean Chrétien's Liberals won 177 seats and formed a majority government.
