Cuni still fired seven rounds into the vehicle. Oscar Belgal, 28, was hit in the neck. Belgal's 5-year-old son was in the back seat. Nearby, children were being released from schools at the time of the shooting. As of today, the bullet is still in Belgal's neck. Cuni has a record of violence and illegal behavior.

Unfortunately, they only catch bullets when they're drunk and off the clock. But, hey, it's a start.
