Even if you're not in an HOA, your county/city might have an ordinance requiring that you keep your lawn at a reasonable height, though those tend to be much less restrictive because they're trying to keep your lawn from turning into a hay field.

Just make sure majority of your neighbors agree and change the rule in a meeting. Easy peasy.
