At least in the US, you file suit for the maximum damage for every claim you make. Awards can (and usually are) be reduced from that, but cannot be increased beyond that. It's unclear where he filed the lawsuit, so this may not apply here. I'm sure the $500k for each claim is the maximum allowed given the allegations.
