I started reading to mine at about 4 months, and 1 is definitely old enough to read to. I was asking my one year old questions about the book and the pictures like "can you find the kitty?" and he showed me just how many words he understood and what he knew from that. It's so important for them to hear language and be communicated with, even if they don't have the control to speak themselves yet.
