Sure looks like it. It could be Bells Palsey too though, an inflammation of the nerve going to one side of the face, caused by an inflammation a nerve from infection or a virus or unknown causes.
The way to tell, if it's Bells Palsey, the eyebrow still works, if it's a stroke, the eyebrow is frozen too.
