My employer is requiring the use of Prisma Browser to access company resources from a personal device.

Can Prisma/my employer see what else is running on my PC when Prisma is running?

On Fedora if that matters.

Apps are not sandboxes unless they're implemented as such. Otherwise any user process can read /proc//comm and list what else is running. They also have access to any location on disk that the user running it does. I wouldn't call that sandboxed.
