How about blocking all the virtual numbers that are scams and give a not in service error if you call them back

Carriers can do that already. They don't want to. They get paid millions for those connections every year. They don't give a shit about the consumer in comparison. People accept their excuses.

Carriers can also require ID to activate a burner phone already, yet here the FCC is mandating it.
