He can only be reigned in by powerful forces exerting serious leverage over him, and only if it's powerful enough to override his will. He could potentially lose Congress and not be able to rig enough elections to stop it, but I doubt it'll do much to hold him back. He'll probably go hard with accusations of voter fraud and use it as an excuse to meddle himself or make Congress an irrelevant political body.
