Presumably this prevents people from patching that root privilege escalation thing

    I would assume the repos are not offline, they are typically globally distributed. I can only speculate that getting that while infrastructure down is much broader than a couple of web pages.

    And no, if these are in fact also affected, you can't just ddos protect it with cloudflare cause of the way it is accessed.
